Oversight District Requests 3-Year Extension for World Drive North Roadway Project

The Central Florida Tourism Oversight District is asking state regulators for more time on the World Drive North project near Magic Kingdom. In paperwork filed on November 2nd, the district requests a three-year extension on the permit behind the roadwork. It also proposes leaving a little more of the old Floridian Way in place. Here’s the latest.

IN THIS ARTICLE:

  • The oversight district asked the South Florida Water Management District for a three-year extension on the World Drive North Phase 3 permit.
  • A roughly 280-foot strip of the existing Floridian Way, once slated for removal, would stay in place.
  • The extension would give the roadwork breathing room beyond its current December 2027 completion date.

World Drive North Phase 3 is the final piece of a years-long effort to widen World Drive and replace Floridian Way between Seven Seas Drive and Maple Road. The Central Florida Tourism Oversight District manages the project and filed a permit modification package with the South Florida Water Management District. A request for more time is the headline item in the package.

A letter accompanying the application lays out the ask in one line. The district wrote that it “is requesting a time extension for the permit of three years to complete construction and a minor modification.” Its application repeats the extension request in the project description, though without a specific new end date.

Timing explains a lot here. The state originally issued this permit in December 2021, and Florida’s rules generally give individual environmental resource permits five years from issuance to complete construction. That would put this permit’s construction window close to its end in early December. Extension requests have to reach regulators before that window closes, so a November filing would be expected if the work hasn’t been completed. And it hasn’t.

In March, we reported a roughly 15-month delay for the World Drive North project. That moved the construction completion date from September 30th, 2026 to December 21st, 2027. Even that target sat well past the permit’s original five-year mark, so an extension was likely on the horizon either way. A three-year extension would keep the permit active into late 2029, which leaves a comfortable cushion for crews.

Construction was previously delayed due to Florida Governor Ron DeSantis’ takeover of the former Reedy Creek Improvement District. Construction was delayed due to a lack of desire to issue bonds to get the work done. So, it stalled. DeSantis and Disney reached a settlement after DeSantis’ presidential ambitions faded. With Disney no longer a political punching bag, things changed at the district for the better, and crews got back to work.

A Strip of the Old Floridian Way Will Stay Put

Pavement is the focus of the second part of the request. Earlier plans called for removing a section of the existing Floridian Way inside one of the project’s drainage basins, near where Floridian Way meets North World Drive. The modification keeps about 0.16 acres of that pavement in place. On the plan sheet, the remaining piece is a narrow strip roughly 280 feet long. The plans still call for removing the rest of the old roadway in that area.

In its letter, the district describes the change as a small one. It states that the total project area stays the same and that the change causes no floodplain or wetland impacts. The letter also notes that the modification doesn’t alter the original design or the stormwater treatment system. Oversight district staff reviewed the change and found it consistent with the master conceptual permit for Walt Disney World. The filing doesn’t say what purpose the leftover strip of road will serve, but it could be interesting if rumors of another hotel in the area ever come to fruition.

Where World Drive North Stands Today

This request comes a few months after Walt Disney World’s first roundabouts opened on August 10th. That day, traffic shifted onto a new southbound stretch of Floridian Way past the Island Tower at Disney’s Polynesian Village Resort and Disney’s Grand Floridian Resort. The current layout is temporary while crews build the northbound lanes.

Crews still need to build the third roundabout near the Magic Kingdom parking lot, the last of the three planned for the corridor. Regulators also signed off last fall on a new Grand Floridian main entrance that connects to a World Drive roundabout. Once everything wraps up, guests heading to the Magic Kingdom resort area should find a wider, four-lane divided roadway with a much smoother flow.
