According to a message within the My Disney Experience app, Disney is aware of an issue for guests who are attempting to modify dining reservations. The message encourages guests to utilize the Disney World website, which still has modification abilities.

I found that just calling the restaurant the day of, after they get their reservation dump from Disney is easier to work with for small changes. (Adding 1 or 2 more people, or slight time changes +/- half an hour) In reality, any changes the day of, calling the restaurant is really the best option, but if you have bigger changes and it’s a few days away, fighting web page refreshes is really the only option.
