According to an email string obtained by the Florida Bulldog, Central Florida Tourism Oversight District Administrator Glen Gilzean has accused “someone” of leaking a memo that says he violated Florida Statutes by holding both the CFTOD position and the Ethics Committee chair.
As you may remember, Gilzean was found in violation of Florida Statute Section 112.321(1) which says that “No member [of the Commission on Ethics] may hold any public employment”. Pretty simple. In a legal opinion handed down by Steven J. Zuilkowski, Deputy Executive Director and General Counsel Florida Commission on Ethics, Zuilkowski concluded that “it appears [Glen Gilzean’s] position as District Administrator for the District is public employment. Maintaining the public employment is inconsistent with the requirements in Section 112.321(1)”.
Following the release of that memo opinion, Gilzean emailed Zuilkowski saying that it is “deeply inappropriate that your legal opinion was disseminated to the press at the same time you sent it to me. As far as I’m concerned, someone on your staff knowingly leaked this memo and weaponized it…”.
In response to Gilzean’s accusation, Kerrie Stillman, Executive Director Florida Commission on Ethics said “The memo was not leaked to the press. We produced it in response to multiple public records requests we had received”.
In his initial email, Gilzean said that he would be weighing his options and that he would “take action” before the Comission’s next meeting, which is on September 8th.
In the meantime, the Central Florida Tourism Oversight District has a meeting on August 23rd. Gilzean has been in attendance at every previous meeting since he was appointed Administrator in May 2023.
