This notice of commencement permit is short on detail, as many are. The most significant data point, beyond the new address, is that Walt Disney Imagineering is the owner of the permit. That means that we’re likely looking at construction that will be themed in nature. Here’s what the filing lists:

The form itself states that the owner must record it and post it on the job site before the first inspection. That timing suggests Imagineering is preparing to start work at this address soon, even if the filing offers no clue about what the work will produce.
A New Address Next to Haunted Mansion
This address is the real story here. The Central Florida Tourism Oversight District maintains an address database for Walt Disney World property, and 1610 Magic Kingdom Drive has no entry in it. A new address typically signals a new structure, since existing buildings already have their own address. The closest match in the database is the Haunted Mansion, listed at 1600 Magic Kingdom Drive.
That proximity puts the new address in a crowded corner of Magic Kingdom. The Haunted Mansion sits where Liberty Square meets the future entrances to Piston Peak National Park and Villains Land. As we detailed in August, the Piston Peak National Park model at D23 Expo labeled a small building next to Haunted Mansion as a restroom facility. The January permit filings put that building at roughly 5,800 square feet. It sits north and west of the mansion, separating its grounds from the walkway into Villains Land.
It’s possible that 1610 Magic Kingdom Drive belongs to that restroom building. The address numbering and general location line up. Disney could also assign this address to a different building within the construction site, including an attraction building. That seems less likely to me, though.
Where the Building Could Fit in Piston Peak and Villains Land
Wherever the structure ends up, it will almost certainly sit within the massive Piston Peak National Park and Villains Land construction site. Crews have been moving dirt across the site for months. They’ve also been installing pipes underground since early June.
The contractor offers one small clue about the phase of work. In July, Imagineering filed an amended Notice of Commencement for demolition and site prep on the former Tom Sawyer Island and Rivers of America property. NorthStar Contracting Group was the contractor on that filing. This new filing brings a different contractor and a broader “General Construction” description. That shift fits the site’s move from clearing and utility work toward new buildings. A tower crane at the Piston Peak construction site already signaled that move this summer.
