Disney Says Infrastructure Work for Piston Peak National Park & Villains Land To Be Completed by 2028

As part of a recently filed permitting package for infrastructure work at Magic Kingdom to support Piston Peak National Park and Villains Land, we have a better idea of what the construction timeline could look like. In short, the infrastructure work has been permitted to begin shortly and wrap up by 2028. Here are the details.

Cars & Villains Infrastructure Work To Be Complete By 2028

I want to make sure I’m extra clear here. The construction timeline that we’re discussing here is not directly tied to an opening date for either the Cars-themed Piston Peak National Park, or the all-new Villains Land. Instead, it is a piece of the puzzle, giving us some insight into Disney’s anticipated construction timeline for key infrastructure work for the projects.

First, a quick recap of where the Cars and Villains construction site is at the moment. The aerial photo above was taken earlier this month. In it, we can see ongoing site clearing and dirt moving. Largely, the work on the site has consisted of trying to create a grade from which to begin infrastructure work.

That said, there is some construction development on the far south end of the site, nearest the Frontierland boardwalk. We covered that construction in a detailed article posted a couple of weeks ago, but the gist of it is that the concrete work we’ve seen is likely for a retaining wall for a water feature. That said, there is no indication that there is any infrastructure work in play just yet.

In fact, the newly filed permit suggests that Disney doesn’t plan on beginning infrastructure work until next month. The scope of the work listed in the permit relates to “potable water main connections and extensions to support construction of theme park expansion”.

Of particular interest to us, beyond the changing shapes and growing footprint of the attraction buildings, is the project start date and estimated end date for the work. The estimated start date is March 2026, just days from now. The estimated completion date for the permitted work is December 2027. That means that we can anticipate that all of the work outlined in this permit will be completed by the start of 2028.

I want to underline that we’re talking about this permit related to potable water. An earlier permit that we covered for wastewater connections and extensions lists an end date of December 2029. When that permit dropped, I sort of wrote that date off as unlikely to be related to an actual end date for infrastructure work.

As a quick aside, it is worth noting that this style of permit is different from the Notice of Commencement permits that we normally cover. In this water management permit, Disney enters specific project timeframes. The state issues a blanket 5-year permit validity period, but Disney’s application has specific timeframes that are usually adhered to.

How does that play into the anticipated opening dates for Piston Peak National Park and Villains Land? Everything appears to be on schedule.

If we turn back the clock to August 2024, we can reference an article titled “Forecasting Construction Timelines for Cars-Themed Frontierland Expansion & Villains Land Coming to Magic Kingdom“. The rather wordy title led to an even wordier article.

In the article, we talk about projected closing timeframes and shovel-in-the-ground dates for Cars and Villains. This, of course, was before we knew a closing timeframe for Tom Sawyer Island and the Rivers of America. Instead, we had to speculate a bit about the scope of the work, and how the projects could fit into other projects and marketing objectives for maximizing impact on guest visitation.

If you’d like to read the full article, be my guest! In the meantime, I’ll recap what I said in August 2024 as we looked into the crystal ball. For Villains Land, we said, “Disney has not announced an opening year for Villains Land, and it’s so early in the process that we wouldn’t expect to hear anything on that front for at least 2-3 more years. I think the over/under on a Villains Land opening right now sits at Summer 2030.”

For the Cars-themed expansion to Frontierland, I said, “Just like Villains Land, Disney has not announced an opening date for the Cars-themed attractions. However, we can see this area opening before Villains Land, and perhaps even considerably ahead of Villains Land. With the Tropical Americas project slated to open in 2027, and construction on that project starting around the same time as this Cars-themed area, and the Cars construction looking to be a bit more complicated, we can see the Cars attractions opening sometime in 2028 or 2029 ahead of Villains Land in 2030.”

I would say that the December 2027 ending timeframe for the potable water project would support those timeframes. Furthermore, I would imagine that the work could occur in phases, just like construction on Piston Peak and Villains Land will be. To that end, I would imagine that the potable water portion of Piston Peak will be completed this year or early next year, and that Villains Land potable water will be completed by the end of 2027.

From there, Disney can construct the foundations, show buildings, and attractions that will hopefully attract some 10,000+ guests per day to Magic Kingdom for the next 50 years. Oh, and that 10,000-guest figure was not pulled out of thin air. The potable water permit estimates that the system will need to support 10,000 guests per day. An earlier permit used roughly 9,300 guests to approximate the strain on the system.

With the infrastructure completed by the end of 2027 (and likely earlier for Piston Peak National Park), that would give Disney roughly two years to build and open the rest of the land. Of course, there will be a great many projects within each land that can be constructed outside of the potable water permit, such as the early concrete work we’re tracking in Piston Peak National Park already.

And if Walt Disney suddenly came back to life and took over his company again, he would fire all of these Jokers who are building this garbage, rebuild Tom Sawyer Island and restore Splash Mountain. Let’s not fool ourselves. As it is it’s no longer Walt Disney World. It’s more like “D’Amaro’s Mediocre Massacre of Walt’s Dream.” And they’re paying this guy 45 million a year, which is probably just a base pay. I’m just shaking my head. Whoever is making these decisions is clueless. Totally clueless!

  2. Personally I think that villains land and cars land is going to be a barebones downgrade, while I think the cars rally road race will be fun. I’m not looking forward to a slow bumpy cars ATV ride. If it’s going to be like the underwhelming barebones Tianas Bayou Adventure I’m going to be very disappointed. As for villains land I think it’s going to be a cheap cramped small villains land with only 2 rides sleeping beauty and possibly yzma ride. I don’t know if there will be a Hades boat ride. I think villains land will be a cheap cramped land since the Disney imagineers refuse to expand their park.

    I have been disappointed with Disney world recently for not giving us Disney park fans the rides we actually want. No rescuers madam Medusas wild boat ride ride, no Donald duck modern inventions ride, no treasure planet hoverboard ride, or wall e space ride, no meet the Robinsons flying car ride, no princess and the frog Dr facilier retelling ride, no muppet treasure Island boat ride. No wreck it Ralph ride. Personally I’d rather wait until the afterlife when I can actually build my own Disneyland with the rides Disney imagineers refuse to build in this life.

    At some point in the near future I’ll probably be done going to Disney parks since they are way too expensive to go to and money spending on food and drinks is stressing me out and ruining my enjoyment.
