NEW Walt Disney World Permit Shows Changes to Villains Land at Magic Kingdom

Well, the Villains Land saga continues. Over the past week, there has been a lot of chatter about Villains Land, and whether or not Imagineers have been instructed to go “bigger and bolder” with plans for the ambitious addition to Magic Kingdom. While there has been a lot of discussion about what could be changing for Villains Land, we have a new look at permits filed with the state that do show some changes to the land versus permits filed just last month. Here’s the latest!

Permits Reveal Villains Land Changes at Magic Kingdom

Before we take a look at the latest permits, here’s a look back at a permit that gave us a first look at the building layouts for Villains Land and the nearby Cars-themed expansion of Frontierland called Piston Peak National Park.

Here’s a colorized version, showing what we believe to be Villains Land-related buildings in red, Cars-themed buildings in brown, unknown buildings in grey, and a purple building that may just be related to the nearby Haunted Mansion attraction.

We’ll zoom in a bit on the Villains Land portion of the permit, along with estimations on the size of the buildings seen in the permit.

Here’s a “clean” look at the permit, showing the buildings and their layouts. Again, this permit was filed in January 2026. More specifically, the date on this permit is January 16, 2026.

And here’s a look at the newly filed permit plans, dated February 20, 2026. We’ll start with a look at the permit over a Google Maps screenshot to show the layout of the buildings. We’ll also include a look back at the January 2026 version of the permit below it for comparison.

The new plans reveal some slight changes, including more defined building outlines, along with a look at a different water management system. In general, I think it’s fair to say that while the filed plans have changed, the general layout remains very similar to last month’s permit filing.

In fact, I think that the new plans not only give us more to discuss in terms of the actual layout and functions of buildings, but it also shows how easy it is for Disney to change or update its plans.

Here’s a closer look at the “clean” permits, showing the currently filed February 2026 plans versus the January 2026 plans.

Drilling in a bit, we want to highlight some changes between the permits, starting with the north end of Piston Peak National Park, the south end of Villains Land, and an interesting building near the Haunted Mansion attraction.

First, here’s a look at the January 2026 permit.

And here’s a look at the February 2026 permit. As you can see, the new permit is more “high-definition”, offering more details for the buildings, along with the aforementioned plumbing shift.

Again, it’s worth underlining that the buildings themselves haven’t changed all that much in a general sense. That said, the buildings are more defined, and they have changed sizes. One of the things that fans have said is that the plans are locked in. That’s clearly not the case….yet.

Of course, I’d imagine that water management lines are far easier to change than buildings, but it’s also worth remembering that this permit is for water management, and not necessarily exact building layouts or dimensions. We certainly can’t ascertain any attraction themes from this permit.

All that is to say that until we start to see infrastructure installed in the dirt at Magic Kingdom, everything is subject to change. While work is underway on the Cars-themed area to the south, there is still plenty of dirt to move for Villains Land to the north.

  1. Something to note, coming from an experienced MEPF Engineer. The water management shown are two different line types. The image from January shows the sanitary plumbing lines for all the buildings. The permit image from February shows the potable water connections. The sanitary needs to be pitched so that is why they used more of a direct path. The potable water can be routed however needed, that’s why they go behind the villains land facility.
