A report from WFTV highlights possible inside dealing in Florida Governor Ron DeSantis’ Central Florida Tourism Oversight District to the tune of about $1 million. According to the report, a planned $1 million contract for system upgrades that is said to improve 911 call response time from District property has been awarded to Freddie Figgers, a Florida ethics commission member where District Administrator Glen Gilzean worked just two months ago before being forced to resign to keep his District position. Figgers was appointed by DeSantis to the Florida Commission on Ethics in July and he worked with Gilzean for about a month before Gilzean resigned.

The problem with the contract, WFTV reports, is that the $1 million contract was awarded to Figgers’ communications consulting firm less than a week after the District made contact with Figgers, and, critically, without accepting any open bids from other companies. The District said the contract was awarded in such a short timeframe and without any competition because Figgers was able to commit to a compressed timeline of 120 days for the upgrade.

Gilzean said that the District would be investing $1 million in a new communication network that would separate the District from Disney World’s infrastructure. Figgers company said that they would be paid less than $1 million, but did not provide a figure to WFTV.

The Central Florida Tourism Oversight District was scheduled to have a Board of Supervisors meeting this morning, but that meeting has been canceled and delayed until mid-November. A meeting packet has also been deleted from the website, but a review showed that the packet did highlight how the District typically handled contracting services by accepting multiple bids.
