Disney Issues Subpoena for Former Reedy Creek Administrator John Classe in Lawsuit with DeSanits’ Oversight District

    Following the late September news that Disney issued nearly one dozen subpoenas in the counter-lawsuit case against the Central Florida Tourism Oversight District, Disney has issued another subpoena for the former Administrator of the Reedy Creek Improvement District.

    According to documents filed in Orange County court yesterday, Disney is seeking information via a subpoena of former Reedy Creek Improvement District Administrator John Classe. Classe was removed as the longtime District Administrator back in May after the DeSantis-picked Board of Supervisors decided that then Florida Ethics Commission Chair Glenton Gilzean would be a better pick going forward.

    Upon his firing from the Administrator position in the newly renamed Central Florida Tourism Oversight District, Classe was given a 1-year contract to serve as a Special Advisor to the District. By August 1st, that contract was reportedly terminated and Classe was given an early separation from the District.

    Now, Disney is seeking documents and information from Classe as part of a subpoena issued yesterday in Orange County court. The subpoena seeks the following documents and information:

    • Documents concerning the preparation and any analysis of the 2022 Comprehensive Plan
    • Documents concerning the preparation and any analysis of the 2023 Development Agreement
    • Documents concerning the preparation and any analysis of the 2023 Restrictive Covenants
    • Documents concerning the preparation and any analysis of the Land Development Regulation Amendments
    • Documents related to the District’s authority to enter into the above Agreements
    • Documents related to any decision to provide or not provide public notices for the Agreements
    • Documents concerning whether the Development Agreement impacted property owners
    • Communications with property owners about the Development Agreement
    • Documents concerning elections regarding the use of ad valorem taxes to finance bonds for capital projects
    • Documents concerning the financial impact of Disney’s future development activities on the District
    • Documents concerning the financial impact of Disney’s future development activities on the cities of Lake Buena Vista and Bay Lake
    • Documents concerning the appointment of District Board of Supervisors
    • Documents prepared in order to respond to any public records request that concern the claims or defenses at issue in CFTOD’s lawsuit against Walt Disney Parks and Resorts U.S., Inc.
    • Communications with third parties concerning the claims and defenses at issue in CFTOD’s lawsuit against Walt Disney Parks and Resorts U.S., Inc.
    • Communications Mr. Classe made or received concerning the Comprehensive Plan, Development Agreement, Restrictive Covenants, or Senate Bill 1604.
    • Communications Mr. Classe made or received concerning Disney in 2022 and 2023
    • Communications Mr. Classe had with Acting Florida Department of Economic Opportunity Secretary Meredith Ivey or others in the Florida Department of Economic Opportunity concerning Disney, the Development Agreement, the Restrictive Covenants, the Comprehensive Plan, or Senate Bill 1604.

    Classe has been called to appear to produce documents and testimony on October 31st. The Central Florida Tourism Oversight District, which no longer speaks for Classe, has previously called the subpoenas a “fishing expedition” and “tantamount to harassment”.
