According to data from the Florida Department of Health, Orange County Florida now qualifies for the Phase 3 reopening plan outlined by Mayor Jerry Demings. Here’s a look at the Phase 3 requirements:

Data from the Florida Department of Health shows that Orange County now has a 14-day rolling positivity rate of 4.44% – under the threshold of 5% set forth by the mayor to qualify Orange County to lift all mandates for mask wearing and physical distancing.

Mayor Demings has not formally acknowledged that Orange County qualifies for Phase 3, and we expect that Disney World will not make any further modifications to their already easing restrictions around face masks until a formal announcement is made.

As you can see in the county graphic above, Orange County needed to record a 70% first-dose vaccination rate “and/or” the 14-day rolling positivity rate below 5%. Demings also said that only one of the milestones would be needed to qualify, but has not given an update to the media since his May 14th update. During that update, the county sat above the 5% threshold for Phase 3.

As always, Walt Disney World is a private company and free to install whatever health and safety measures they deem necessary. That said, between a relaxing of the face mask mandate and an announced increase in capacity, they have shown a willingness to continue with a phased reopening and return to normal for their theme park business.
