A new permit filed with Orange County is offering a bit of insight into a possible new attraction in the works for Universal Epic Universe. The new permit lists site development work for a “future attraction” known as Project 680. The address parcel listed in the permit is the generic address for Epic Universe, so it’s unknown where, exactly, this new attraction will be located.
UPDATE: The permit has been removed from the Orange County site. It’s unclear what the removal of the permit means at this point. While we await clarification, we’ll keep our original article unchanged below.
Permit Filed for New Attraction at Epic Universe: Project 680
We’ll start with the new permit, and the description of work for the scope of this permit:
Mass grading, utility points of connection, and re-routes for early work purposes of a future attraction known as Project 680.
The “Project 680” label is a completely new one. Previously, Universal had utilized project codenames in the 900 range to signify entire lands and attractions.
We have been tracking a permit for what is believed to be a new Harry Potter-themed attraction. While that specific permit did not initially list a project number, it did say that the work was “located within area P905”. We know from previous filings that the Harry Potter land was Project 905 during early planning and construction.
It is believed that the Harry Potter expansion project is Project 987, which would make this recent filing of Project 680 an interesting one, indicating that a separate attraction is moving through the permitting process for Epic Universe that is not the Harry Potter attraction.
In the past, Universal has utilized project numbers in the 600 range for everything from attractions to shows to hotels. The closest known project number (numerically) to 680 is Project 675, which was rumored to be for a Zelda-themed area, according to theme park permit watcher Alicia Stella.
It’s possible that I’ve missed it, but I’m not sure if Universal has used a project number in the 600 range for anything at Epic Universe yet. While the address parcel for the work is unequivocally Epic Universe, I have to wonder if there might be a typo somewhere, and this is for a new attraction at another Universal theme park. We’ll keep an eye on that.
While Universal recently backtracked on using the word “expanding” when referring to Epic Universe, executives have not been shy in the past about their plans to continue to grow the park.
Karen Irwin, President & COO of Universal Orlando Resort, said that plans were in place for Epic Universeโs first expansion back in March 2025. Universal Creative lead Mark Woodbury said that there is plenty of room for expansion at Epic Universe during a July 2025 chat with media.
Universal has plenty of incentive to expand Epic Universe. In a March 2026 investor call, Comcast co-CEO Mike Cavanagh offered some insight as to where Epic Universe is, and what needs to improve for Universal to really lean into its brand new theme park.
Cavanagh said that as โride flow and capacity ultimately gets to its maximum potentialโ, Universal will then be able to โgrow capacity, which will then unleash more attendance possibilitiesโ.
While Universal is currently focused on improving ride reliability, adding more attractions to Epic Universe in the coming years is also a must. As for what those attractions are and when they will debut, we’ll have to wait and see.
