Every Tuesday, the State of California updates their Blueprint for a Safer Economy county map. While California Governor Gavin Newsom has still not released reopening guidance for theme parks, it’s likely that the reopening guidelines will be tied to a color tier for Orange County California. In the draft guidelines, Newsom wanted to wait until the yellow “minimal” tier to reopen major theme parks, but the state has gone back to the drawing board after backlash from major theme park operators, including Disneyland. As a reminder, a county must remain in a tier for a minimum of three weeks before being able to advance to a less restrictive tier.
Today, the State of California released the new tier data, and Orange County remains in the red “substantial” tier. While the positivity rate is good enough to move Orange County into the Orange “moderate” level, other indicators such as case rates have held Orange County in the red “substantial” tier. As a result of some metrics still in the red tier, Orange County has not spent any weeks in the lower tier – a requirement to move into a lower tier.

In a conference call with reporters, California health official Dr. Mark Ghaly said that California is not yet ready to release their theme park guidance because they haven’t finished some of their on-site theme park visits. Dr. Ghaly did confirm that a team visited Orlando theme parks recently to not only observe how the theme parks were remaining safe, but also how the surrounding community was adjusting to the theme parks being open. Dr. Ghaly said that he has not yet received a report from the teams on their findings.
